In the worlds of policy, management, and planning, a Wicked Problem is one that is impossible (or nearly impossible) to solve because of its nature.
More specifically, these problems consist of issues that overlap and contradict, are tied together in ways that ensure solving one of them will amplify another, or which are currently undefinable because we can't see the complete picture.
